Yes, I think it is reasonable. There is much discussion going on
in ebXML concerning requirements. I believe we must first understand
the content of this work as a first step.

I hope we can:
1) List our requirements first.
2) Prioritize and attach a risk factor to each item (Use Case?).
3) Find iterative phases that would be delivered.
4) Deliver the first phase.
5) ...
Would that be a reasonable sequence of events?
