No. I was looking for something that provided guidelines on:
1. Criteria for identifying a "good" XML definition
2. Guidlines for when to use attributes vs elements
3. How to name things
4. How to plan for schemas ...

Were you refering to something like this:

Interestingly enough, one can find section: "A.10 Optional DTD and schema
representations are subordinate to the ASN.1 specification".

I think we have to raise all the issues that we perceive as important (early
stage => find and prioritize issues (risks)) without being afraid that it
might generate ...
