Scott,

Suggestion:  The nonversioned package should be named something other than
"nonversioned".   Naming it for what it is not may be confusing; suggesting
a
larger scope than proposed.  It may be better to call it "immutable" or
"immutable-core" since that is what it is, not what it is not.
