I believe the version doesn't get placed on 1.0 version of anything. We know that 95% of semantic definitions are static from the BSR work and others - and that for the 5% that changes - most are not changed - but instead new items are created that deprecate the originals. Given that practical view - why the heck would we want to stick everything in sight with a version tag, when we fully know that 90%+ of these will never be used?! KISS here and business reality.
