how to get permission for using ebXML specs in publication?

A quick question:

I'm working on a ebXML book (on contract with a major publisher)
and would like to get permission to use diagrams and quotes from
the ebXML specification. (Also an original Word document version 
would be very useful.) 

Who's in charge of this area? It is not clear from the committee 
organization who has responsibility for copyright.
