Hi,
here is the version we propose to submit to QR Monday 3/19.
There will be a vote on this in Monday's BP/CC meeting. Watch for meeting
notice from Paul Levine.

As far as the content is concerned, this is it, unless you guys find errors or
omissions by Monday. There is an outstanding issue on distribution of
attributes amond requesting/responding activities, this will be resolved by
Monday.

I need to update the section of related documents with the latest versions of
CC docs. etc. we can do that in the meeting Monday, and I will produce a final
version for submission later Monday.

In the attached document, there are a still some M/S word level issues like
getting the table of figures correct. Also note that line numbers only seem to
appear in print mode.
