I found this inconsistency from the spec
downloaded on the ebXML.org web site: Page 21: “Document Envelopes are named.
There is always only one named Document Envelope for a Requesting Activity. DTD: <!ELEMENT DocumentEnvelope (Documentation*, Attachment*)> <!ATTLIST DocumentEnvelope businessDocument
