under one roof: ebXMLMM_Merge_Draft0

This is a *first attempt* to get the Edifecs, TPA, and a version2 of what I
understood
to be the ebXML MM all under one roof. No integration.

Package names switch around to be all under org.ebxml.

No .cat files -all in the .mdl.

I wanted to get this out before the 19th call.
