Would these be numbers? who would
issue them?
Important questions.
I'd suggest numbers. The IDs would then be meaning neutral, which
is an advantage. (Avoiding the problem of misunderstanding the
intended meaning of words. We've had examples here, like 'stock'
and 'account.')
The numbers would be issued by the same folks who, under another
approach, would instead issue words in Foreign. (In that approach,
the chosen foreign language could, of course, be American English.)
There has been recent mail by others proposing in some detail how this
would work.
