Context Language Problem Statements

At present the language proposed in the ebXML Assembly and Context
specification does not appear to adequately cover the following:

1) The addition of a new element that has attributes associated with it.
2) The addition of new attributes with fixed or unfixed default values to an
existing element
3) The specification that a new attribute is required

As the language does not distinguish  between the addition of elements and
attributes it is possible to assign minOccurs and maxOccurs values to
attributes other than 0,1 and 1,1.
