By joining this list, I think that technically, you're
a member;-)

If you want to participate in the development of the various
specifications, then you'll want to join either one (or more)
of the OASIS TCs (Technical Committees) being formed for
the infrastructure components (Message Service, CPP/CPA and/or
Registry) or you'll want to join the UN sponsored WGs being
formed under UN/CEFACT.
