A namespace URI is merely a guaranteed-unique string. Since the global DNS system already provides a set of guaranteed-unique prefixes (domain names) each of which have a unique owner (the domain name owner) the XML Namespaces spec. made use of this rather than go through the significant effort of creating a new system for unique NS Strings. Because the /only/ function of these strings is to be unique, there is no requirement for the URI to actually point to any real document: no data is retrieved from it.
