That's correct.  A namespace URI is merely a guaranteed-unique string.

Since the global DNS system already provides a set of guaranteed-unique
prefixes (domain names)
each of which have a unique owner (the domain name owner) the XML Namespaces
spec. made use of this rather than go through the significant effort of
creating a new system for unique NS Strings.

Because the /only/ function of these strings is to be unique, there is no
requirement for the URI to actually point to any real document: no data is
retrieved from it.
The only requirement is that the same URI is not used for two different
purposes.

There is no requirement to have anything at the end of a namespace URI.
