Anabel, ebXML core components are, by design, syntax neutral. The intention is to describe the semantics (bsuiness meaning) of a particular component in clear, plain English terms. This is to avoid the problem (for example) that to some people "state" means country whilst to others it means prefecture, and to others it means county. To actually make use of core components in a business transaction you need an implementation of the core components in some machine readable format. The OASIS UBL working group is doing just that via the "Universal business Language" (UBL) XML schema project.
