I'm listed as the speaker there and am looking after the Distributive ebXML project.
In a nutshell, Distributive ebXML is a network topology that allows all companies in an Industry or Geographic location (like a city or region) to form a "grid" to exchange CPP data much like X.500 once promised to do.

We've taken the X.500 concepts and have rewritten it all from scratch to take advantage of modern hardware such as Pentium computers and broadband access. The result is a very lightweight "Distributive ebXML" solution that solves many interoperability issues that we've had in the past.

You've correctly noted that we're not part of the central ebXML teams or central XML development. This may take some time. Most of this year will be spent doing demonstrations of Distributive ebXML. It's really impressive to see in operation.
