With all due respect, you may just be looking at the wrong list.  The people with strongest interest in implementation of the MSG spec are its authors, the relevant OASIS Technical Committee.  The public site [http://www.oasis-open.org/committees/ebxml-msg/]
notes the following project leads --

    TC chair: Ian Jones ian.c.jones@bt.com
    TC vice-chair: Brian Gibb Brian_Gibb@stercomm.com
    TC document editor: David Fischer david@drummondgroup.com
