[ebxml-dev] Warning SHALL NOT be reported?

Hi all,

in ebXML MS v2.0 spec it says.

An ebXML SOAP Message reporting an error with a
highestSeverity of Warning SHALL NOT be reported or
returned as a SOAP Fault.

can somebody tell me what that means.
in my application, what i am doing is The previous
message for this conversation id is not received, i am
sending the error message with
eb:highestSeverity="Warning" and 
eb:errorCode="DeliveryFailure" is what i am doing is
correct.
