Hi Bruce - sorry for the delay in responding but we have been conducting research for an ITOL funding submission on how to enable SMEs to become more involved in Government e-Tenders A XML PROJECT NAME OTMG Tender Information Management Service [TIMS] B URL http://www.oic.org/guest.htm Tenders are a first stage of the e-business process. Subsequent stages include 1 Business Partner Alliance processes 2 Contract Management and 3 Contract Performance C XML SCHEMA http://www.smeems.net/cpr/gk/Mod/TFS/ This was submitted to eb-XML Australia in Jun 2002 as a Tender Schema This schema is being reviewed as the research into dates as a key part of the tender process is redefined. D KEY ISSUES OF TIMS SCHEMA 1 Provides Business and Personal field identifiers EDIFACT is deficient in this area particularly with company address details 2 Identifies the importance of dates in tenders with separate fields for all time and date issues: eg Briefing date Tender question dates Tender response dates Schedule for awarding contracts 3 Includes maps for briefing location, tender box location etc D PURPOSE a To enable Small & Medium size Enterprises to actively participate in consortia to respond to Government tenders b To provide business intelligence reports to enable businesses to monitor new business opportunities TIMS provides this through a series of historical reports 1 Analysis by 9 Industry groups http://www.oic.org/guest4a.htm 2 Analysis by 11 Application groups http://www.oic.org/guest4b.htm 3 Access to History of all tenders published http://www.oic.org/3c4.htm - this is not the live site c To provide notice of when 2 and 3 year tender contracts are due for renewal d Speed up the process for SMEs to review tenders.
