I'm not certain if I understand your question fully, but if you are looking for a framework to manage ontologies relevant to ebXML Core Components, then I point you to the Universal Data Element Framework (UDEF). There is an online article at ebXML Forum at http://www.ebxmlforum.org/articles/ebFor_20040306.html which explains in detail the UDEF approach to semantics integration.
