This product has actually been out for some time, product listing and some description added to:

JEITA is the Japan Electronic and Information Technologies Industries Association. Their EDI Client implements a low-end profile of ebMS3, and seems to be mainly aimed at SMEs. If the Google translation is correct, this product is "provided free of charge: Japan only".
