Questions on SubmitObjectRequest

All,
Line 446 of RS .86 says "Each SO element specifies and ExtrinsicObject
along with any........being submitted.
However, the following verifies with no ExtrinsicObject. Seems like the DTD
needs tightened up here.
Thoughts?

<!DOCTYPE RootElement SYSTEM "file:///C:/ebXML/RegRep/Registry.dtd">
<RootElement>
     <SubmitObjectsRequest version = "">
          <SubmittedObject/>
     </SubmitObjectsRequest>
</RootElement>

Also, can somebody explain to me what significance the bold "submitObjects"
token in the software language-like
signature at line 377 has? How would I use this in the above XML document?
