Updated ebXML Requirements Spec Posted

Version 1.04 of the ebXML Requirements Specification has been posted to
the private team web site.  This is the version that was submitted to
the Quality Review team after making changes approved by the
Requirements team at the February meeting in Vancouver.

I will forward the QRT response when they finish their review and let
you know when the document is available for public review.

If you have comments on this version, please hold them until the public
review period begins.
