Here is the latest (and hopefully final) version of the Requirements
specification.  We will discuss this at tomorrow's F2F.

The main change is to replace the term "partner" by "party" everywhere and
to delete the definitions of "Partner" and "Partner Agreement".
All changes are highlighted in yellow.
