I'm happiest when compression 'just happens invisibly' in some low level
protocol layer.  That said, I must point out that when encryption is
employed, compression must precede encryption, else it is of little value.
In practice, encryption routines often include compression as part of the
overall transformation algorithm.

If this compression discussion leads to specification changes, be sure the
specifications for compression take into account optional encryption.
