Subject: revision of OASIS TC proposal

I have revised the OASIS TC proposal to specifically call out
implementation of the security recommendations in the ebXML Technical
Report "Technical Architecture Risk Assessment".  The changes are the added
item 4 and a modification to what is now item 5.
