Dick,

I think you are getting to the heart of the argument. It was suggested that 
only around 10% of ebXML users will care about non-XML payloads. In 
addition, the contention is that where XML is used, it will be used mostly 
in relatively simple ways. In addition, the claim has been made that HTTP 
and not SMTP should be at the design center of ebXML transport. Given these 
*assumptions* the packaging proposal should be architected around simple 
XML and HTTP. Non-XML payloads and SMTP could therefore be safely 
relegated, architecturally speaking, to second-class citizens !

Frankly, I don't think we have enough data to support these assumptions but 
it would be good to see some real data. The paper-less office isn't here 
(yet), and by the same token, we need to be careful if we are assuming that 
the world will switch over to XML/HTTP over night.

As a general rule, it's a bad idea to design two ways of solving the same 
problem. Hence I would vote for:

1) A single packaging solution that's payload-type and network transport 
agnostic,
2) Makes no assumptions about the relative importance of XML and non-XML 
payloads,
3) Is extensible such that compound (multi-payload) messages could be 
easily supported,
4) Is standards based with good tools support,
5) Is efficient in handling payload addition, deletion, and modification.

If this seems unreasonable then I think we should go back and revisit the 
requirements that we voted on in Orlando, make the necessary changes, and 
shift the design center based on the new requirements. Personally, I would 
like to move on and work on some of the harder problems and revisit this 
issue when we have some real data.
