Basically, the idea is that the URI would be resolved (by software)
to a suitable address (e.g. email, URL, etc.) for the transport
being used. This would necessarily involve some software which
could map a URI to a URL or some other address. We have provided
a Context element which may be used as a means of identifying
the resolve service.

However, it is also expected that there will be a TPA (Trading
Partner Agreement) or functional equivalent which would have these
details (physical address) identified ahead of time, thus sliminating
the need for a separate resolving service (e.g. I2L). We plan 
on having further discussions on this topic at our face2face
meeting this week here in Burlington.
