Here's the change list document that I used for the header spec last March.

I suggest that the process we follow is:
1. Each author of a document keeps a change list for their document. The
list is in three parts:
  a) suggested changes
  b) agreed changes
  c) completed changes
2. Suggested changes can come from:
  a) comments raised on the list
  b) comments identified on conference calls
  c) comments/ideas arising from the face to face
  d) ideas the author has on their own.
3. The process for resolving changes can include:
  a) recording responses maid by email - by anybody
  b) discussions on conference calls
4. Once the agreement on a suggested change is reached, the result is
recorded and moved to the Agreed changes section
5. Once the change has been applied to the spec (if it was accepted) then
the change is moved to the completed changes section.
6. The change list should be reviewed regularly on conference calls to make
sure that the author's view of the suggested/agreed change concurs with the
groups views.

I think we need to start getting some change control on the Message Header
Spec so the attached contains a list of suggested changes extracted from
various emails that have been recently received. It contains three sections:

1. Suggested Changes. i.e ideas for changes that anybody raises
2. Agreed Changes. i.e changes we've agreed to do
3. Completed Changes. i.e. changes that have been incorporated in to the
spec.

Suggest we review the suggested changes in Thursdays conference call
