eCo and ebXML

Is there similarities between the above two specifications??

I noticed Chrtistopher Ferris' on the Service Interfaces which draws a
parallel with this.
I also believe that eCo is looking at a new upgraded spec, but does a layer
of ebXML do this anyway??
