but they are undoubtedly better than 6523.  If you want 
something from ISO/ITU-T, look at ISO/IEC 9834-7.

The nice thing about the way William went at this with
the context="xxxx"  is that its extensible.

We can support more than one variation - and that 
definately makes sense.

I'm happy for context to be 6523, 9834-7 or whatever,
so long as the trading partners have options.
