RoutingHeader discrepency

Version Version 0.21d of the Messaging Service spec has no mention of
RoutingInfo but the level1-10122000.dtd sent today has it as a child of
RoutingHeader. Which is correct? How is this info planning to be used?
Is it only relevant in hub scenarios?

Sorry for cross posting to trp list but Chris does not seem to be around
for a rapid answer maybe someone else in TRP could help.
