Two additional formal comments for the list against v0.8.

1) RoutingHeader
7.7.2 lines 538-542
7.7.3 example lines 554-559

Both of the above indicate that only Header and Manifest elements 
are required children of ebXMLHeader. This conflicts with the
statement in sect 7.10 on lines 710/711 which states that
the RoutingHeader element is required on all messages and
the DTD which requires the element.

I would propose that a RoutingHeader be made optional in cardinality
on messages which do NOT require OnceAndOnlyOnce delivery semantics.
This would make things easier (less complex) for applications
doing BestEffort as well as those which are synchronous or 
point-to-point (no intermediary routing hub involved).
