Line 944 of TRP Spec 0.9 version  specifies Header element MUST contain
From, To, Service and Action.
Without MessageData element in the Header, how will this service correlate
with a previously sent message.

On similar notes, line 971 should be MessageData of Header which actually
contains RefToMessageId.
