Message Service Specification Version 0.91

Folks

I attach version 0.91 of the Message Service Specification as agreed in the
conference call before the holidays. This is the version that we will be
reviewing in London at the F2F next week.

There have been many minor changes to clarify inconsistencies. Highlights
from the changes include:
*	Updating Section 4.1 Summary of Contents to accurately reflect the
content of the rest of the document
*	Adding sections 7.5 and 7.6 about optional MIME parameters and
reporting MIME errors
*	Re-sequencing the order of the descriptions of the elements in
section 8.4 to match the sequence in the DTD
*	Making deliverySemantics, deliveryReceiptRequested and TimeToLive
optional within ReliableMessagingInfo so that they default to values in the
CPA
*	Adding an optional syncReplyMode attribute to the header that can be
over-ridden by the CPA. This similar to and is based on Prasad's ideas
except that is only has the value True or False
*	An updated Reliable Messaging section 10 that takes into account
synchronous replies (see Prasad's) email, as well as a more prescriptive
description of the behavior of the sending and receiving MSH. Comments this
description will be particularly welcomed. This also includes definitions of
the Service and Action values to use when a message that is just an
acknowledgement is being sent.
*	Clarification of how data communication protocol errors are reported
*	Definition of the Service and Action values that apply if a message
that is just an error is sent

I will separately send out a file compare of this version and version 0.9 so
that you can see the changes made.
