XMLDSIG was chosen as the technology that shall be
STRONGLY RECOMMENDED to be supported by an implementation
for purposes of digitally signing ebXML Messages (header
and payload).

Issue 17 - Sequence Number
Resolution - SequenceNumber element shall be OPTIONAL and its
use shall be prescribed in the CPA (note to TP team to add some
means of expressing the need to use SequenceNumber)

Issue 18 - URI definitions in RoutingHeader
