Correct, CPAId is not optional, but it does not necessarily point to a CPA. It's the CPA that's optional. CPAId might point to my own personal TP database entry or it might just be something I make up for purposes of this particular message (bootstrap situation). It certainly isn't "optional" in the XSD and to my knowledge has never been. I honestly don't know where this is coming from. What is OPTIONAL is that you have an actual CPA Instance document that the MSH, or the software which uses the MSH, references directly during runtime. The "virtual" CPA is not optional, it is an integral part of the MSH and has been, as John Ibbotson rightly pointed out in yesterday's call, since the very earliest days of our effort.
