I am not sure if this is the latest one.  I think that identifying or
discovering a partners capabilities is within scope,  just not the
actual discovery of the trading partner (or potential Trading Partner). 
We addressed this briefly in Brussels and felt that this was best left
out of the scope fo EbXML.  Miek Rawlins group appears to have also
agreed.  

I think the ebXML scope is focused on the process to facilitate the
actual engagement of a trading partner via an electronic transaction
(that's a mouthful) rather than the actual search engine functionality
of finding the trading partner.  

That is just my opinion though.  If the group is to change our mandate, 
I would work on the discovery mechanism.
