Chris:

The URL you provided does indeed have copies of the Requirements document 
in various formats.

However, the version of the document is _not_ the version which was 
approved at the Brussels plenary.

It is apparently the April 28th version which was originally offered for a 
vote on Monday, but was then withdrawn and revised during the week in 
Brussels.
The revision which was actually approved was distributed in Brussels in 
hardcopy, but I (like William) have never been able to find it in a file 
form posted anywhere at all.

If anyone knows of one, I (and others) would certainly appreciate a link to 
it.
