TA Specification meeting Tuesday Nov 7th

As agreed the QR Team have prepared an outline for a meeting to be held Tuesday
Nov 7th to discuss the TA Specification document.  Please note this is not an
'editorial' review but will focus on the high-level issues regarding the current
TA Specification document.

Objective:
To produce an action plan to assist moving the document forward in the approval
process.
