I finally got a reply from Microsoft Japan regarding WSUI as follows;

WSUI creates an user interface of non-platform-dependent, and it is
one of techniques which realize Web service interaction using SOAP,
XSLT/XPath.
Microsoft already has a technique of Web Parts and SOAP Behavior, and
it is possible to develop Web service crient with IE as a container, and
further WSUI can expand this technique to other platform. In future,
it is expected that it will be adopted to other XML container without
browser. It is being provided to submit to W3C.
