Version 1.1 ebBPSS 11 May 2001 has inconsistency in the reference
to isNonRepudiationOfReceiptRequired.

isNonrepudiationOfReceiptRequired: Line 1233
isNonRepudiationOfReceiptRequired: Line 1328, 1342, 1563, 1882
isNonRepudiationReceiptRequired: Line 2766, 2792, 3912, 3924,
4018, 4026, 4476, 4501

The major disconnect is what's described in the spec vs what's
in the XSD.  Can someone please address this issue.
