Subject: Inconsistency in the use of True vs Yes

Version 1.1 ebBPSS 11 May 2001 has inconsistency in the use of
boolean values.

For example, Line 1372 says the use of YES or TRUE.  However, the
XSD type is of xsd:boolean which can only be 'true' or 'false'.

Please make sure the spec reflects these values properly.
