I agree with Joel. Worse i think in some specs there are even statements (and indeed the requirements document) that we should only stick to open standards and then, as such, thats why in that spec they focus on DTDs. I raised this issue at the closing plenary although it was out of context in the TRP/SOAP discussion. My belief is that we should be consistent and we should recognise that schemas are just round the corner (aren't they always!). On this basis all specs should be upgraded to be consistent with schema and the DTD's can be just informative (if needed at all).
