As far as I know, that decision has not been made.  It clearly

I saw on the commerceone/xcbl website (http://www.xcbl.org/about.html) that
"It was recently announced that xCBL will be used as a foundation for the
official XML encoding of ebXML, confirming the vision that Commerce One had
in 1999 - that xCBL was the standard that would transform e-commerce."

Can anyone from core components / commerceone comment on this since it seems
to say a lot more than is currently public
