Neal Smith shared a proposal from the Petrochemical Open Systems Corp,
an energy industry consortium, for standard XML data representations of
Units of Measure.

This is indeed something that could/should be expressed as ebXML Core
Components.  But for other work in this area, also see

there's a pointer to a GCA paper entitled "What XML Schema Designers
Need to Know About Measurement Units."
