I feel compelled to assert that "ebXML as a set of web services" should not be some sort of global activity. I believe that exporting ebXML defines services as web services should be the purview of the technical committee that defines that ebXML specification and understands its past, present ad future. A case and point is that of the ebXML Registry service (ebRS). ebRS is defined by the OASIS ebXML Registry TC and has defined the ebXML Registry service as a web service for the OASIS ebXML Registry V2.0 specifications. This work is has been approved by the TC and is currently being merged into the specs. The final proposal that was approved may be found at: http://lists.oasis-open.org/archives/regrep/200108/msg00050.html As far as I know currently there are only two services in ebXML (ebXML Messaging Service and ebXML Registry service). As mentioned Registry Service is already defined as a web service. The OASIS ebXML Messaging Service TC may well decide to provide a web service interface for it in the future. So in summary, I do not see how/why "the new UN CEFACT electronic business architecture group" should be "preparing a white paper on ebXML as a set of web services".
