At the moment the efforts are not competing. Look beyond the hype and ascertain exactly what each groups primary focus is. UBL is not interested in mechanically converting UML objects to XML instantiations, to reworking for the Nth time the UMM, to developing a framework, to establishing transport mechanisms, to object oriented technology, to a registry/repository, to trading partner agreements, or security aspects, or the plethora of other projects underway in OASIS/EBTWG as continuation of ebXML.
UBL is focusing on doing what UN/CEFACT and other standards bodies have scrupulously avoided for the duration of ebXML (a misnomer to be sure) - develop standard design rules and naming conventions; and build a suite of standard XML schemas and supporting vocabulary that is optimized on the XML Schema and not some UML model. UBL will be basing all work on an existing, proven XML vocabulary that has origins in the wealth of knowledge inherent in the ANSI ASC X12 and UN/EDIFACT standards, will align with the UN/CEFACT Core Components library, and will do so quickly without the politics inherent in other standards efforts.
Since ebXML was designed to be modular in nature, and since the payload is independent of the architecture, there is no reason why you can not follow both.
