Where "Minimum accuracy" is a bit missleading. If Accuracy is a
numerical value, then better accuracy means smaller error, therefore
smaller values. If minimum is refering to numerical values, this would
be wrong. Therefore I consider it beeing the "maximum difference to
legal time" .. like the time drift in stratum servers. But since there
is only second resoltution, there is nothing to worry about
