[ebxml-dev] is Body element is must?

Hi all, 

this is the ebXML message(Ping)

when i try to validate the message it give the fallowing exception.

Error:  org.xml.sax.SAXParseException: The content of element type
"SOAP-ENV:Envelope" is incomplete, it must match 
"(Header?,Body,##other:uri=http://schemas.xmlsoap.org/soap/envelope/*)".


is it that, Body element is a must for all the messages?
