OAGIS XML is one of the few approved payloads for ebXML and they have DTD's for these.  You can download them for free at: http://www.openapplications.org/downloads/oagisarc/loadform.htm#Registration

 

OAGIS XML also has XML Schemas if you prefer.  You can download these for free at:  http://www.openapplications.org/downloads/oagis/loadform.htm
