I don't know the answer and if I did, I am not authorized to reply. I will
pass this posting on to the appropriate parties inside IBM.
IBM has very recently updated its IPR disclosure to the CPPA team to
explicitly include open source implementations. It's on the CPPA team web
site.

Just wondering if you can clarify why IBM is dragging their tails in
granting a
license for CPA/CPP usage to the Open ebXML project?

To quote from the Open ebXML site:

This does not jive with your comments a few months back about IBM making
their CPA/CPP IP available without restriction.
